Dehradun – In a high‑profile ceremony at the Chief Minister’s residence, Pushkar Singh Dhami announced a direct‑benefit transfer (DBT) of ₹18.49 crore to the bank accounts of 10,709 eligible construction workers under the Uttarakhand Building and Other Construction Workers Welfare Board.
Holistic welfare for a vital workforce
Speaking to the assembled officials and beneficiaries, Dhami highlighted the indispensable role of construction workers in the state’s infrastructure growth. He urged every department to guarantee that eligible families receive timely benefits across education, healthcare, nutrition and social security schemes.
Immediate medical care for diagnosed cases
The Chief Minister instructed a swift coordination between the Labour and Health departments so that any worker identified with an illness during health screenings is referred for appropriate treatment without delay.
Festive‑season push for public convenience
With the holiday season looming, Dhami called on all ministries to amplify outreach through their respective welfare programmes. Emphasis was placed on schooling for workers’ children, balanced nutrition for families, women’s health initiatives and the provision of on‑site medical facilities.

- 95 beneficiaries – maternity assistance
- 177 beneficiaries – post‑death assistance
- 2,354 beneficiaries – daughter’s marriage assistance
- 8,083 beneficiaries – education assistance
Integrated welfare model – kits and screenings
Officials reported that the ongoing welfare drive has already distributed:
- 33,429 educational material kits
- 26,674 hygiene kits
- 23,216 nutrition kits
In total, 83,319 kits have reached workers and their families.
Under the Shramik Health Scheme, a total of 20,527 health screenings and 232,281 diagnostic tests have been conducted, enabling early detection of serious conditions.
“Regular screenings are saving lives and reducing long‑term healthcare costs,” the Chief Minister remarked.
Labour Cess Collection Management System (LCCMS) – a digital success story
The meeting also reviewed the performance of the Labour Cess Collection Management System (LCCMS). The platform, honoured with the SKOCH Gold Award for e‑Governance 2025, now registers 21,200 establishments online and has driven a 47.21 % increase in cess collection.
Officials suggested that LCCMS could serve as a replicable model for other states seeking digital transformation in labour‑related finance.
National recognition and replication prospects
The Uttarakhand Shramik Health Scheme earned accolades at the recent national Building and Other Construction Workers conference in Mumbai. Delegates from West Bengal, Delhi, Madhya Pradesh and Chhattisgarh expressed keen interest in adopting the mobile‑unit health model, which brings screening, consultation and referral services directly to construction sites.
Action points and oversight
Dhami tasked officials with continuous monitoring of beneficiary coverage, especially in remote districts, to ensure no eligible worker is left behind.
